To achieve the detailed aims of the project, the work to be performed within TXOTX is structured as a matrix based on Work packages (WP) and Regional Studies (Sub WP 2), as shown in the figure.

The advantage of this structure is that it provides an integrated approach to the development of research needs identification for international fishery management in contrasting areas, situations and effects, and allows direct comparison of different bodies/agreements.

To ensure TXOTX achieves its goal of coordinating research, the framework of work packages details a logical progression of activities from the outset, and maintains clear linkages between activities. Each Work Package (WP) falls under one of five main activity headings:
